Dave’s Bio -
Dave Funkhouser was appointed to the position of City Administrator in July of 2024. Dave, his wife Jill, and their 6 children have lived in the City of Kiel for almost 20 years. Before he was appointed City Administrator, Dave spent 34 years in law enforcement in Wisconsin. For the first 17 years of his career, Dave worked for the Cities of Delafield and Pewaukee, serving as Patrol Officer, Detective, Lieutenant, and Captain before being appointed Chief of Police for the City of Kiel. Dave served over 17 years as Chief of Police for the City of Kiel before retiring in 2023. After retiring as Chief of Police, Dave was employed as a business account executive in the private sector, managing strategic partnerships with public safety associations and municipal insurance companies and providing risk management solutions and training on leadership, risk management, and wellness for First Responders. Dave is a nationally known public speaker who provides presentations on leadership, crisis management, trust building, organizational culture change, wellness, and more for both the public and private sectors. Dave enjoys spending time with his family, camping, downhill skiing, and team sports in his free time.
Jen’s Bio -
Jen Moss is a retired police lieutenant with over 21 years of experience in law enforcement. She has served in various assignments, including patrol, investigations, emergency management, training, and professional standards. Throughout her career, particularly in emergency management, she established relationships across multiple disciplines and agencies, including municipal, county, state, and federal agencies. She also worked as a member of a local all-hazards IMT team, working and training collaboratively to ensure an effective regional response to incidents within the community. As a basic training commander of a regional academy, she implemented technology to increase the overall efficiency and effectiveness of training efforts, supporting the training goals of all member agencies and utilizing collaborative strategies to identify and obtain critical training equipment. She graduated from the Police Executive Research Forum's Senior Management Institute for Police. She holds a bachelor’s degree in public administration with an emphasis in criminal justice and a master’s in public administration, both from the University of Arizona. Jen lives with her husband, a fire captain, and their five boys in Arizona. She is a Content Marketing Specialist for Lexipol, supporting performance excellence in all public safety agencies.
